This page describes how to create a new user in Salesforce with System Administrator rights.
Instructions
Create new user in Salesforce
Open Service Setup in Salesforce:
Click on Users > Users:
Create a new user and choose for System Administrator* under Profile:

Log in with the new user and create/reset the security token. See Get (or reset) security token in Salesforce (by end-user)
* Password expiration in Salesforce
In stead of using the System Administrator profile it is also possible to use a copy of the default Salesforce System Administrator Profile and disable the expiration of passwords in this profile! See Password Policy Fields in Profiles on help.salesforce.com.
